Envision Marin will connect public input to county budgets, services, and long-term decisions 

Marin County, CA – The County of Marin is asking people who live, work, learn, or do business in Marin to help set the priorities that will guide county government over the next six years.  

The yearlong strategic planning effort, called Envision Marin, will produce Marin’s first comprehensive Countywide Strategic Plan in more than 25 years. Once adopted, the plan will guide county services, investments, department work plans, capital projects and three consecutive two-year budget cycles. 

“We are living through a period of significant change and uncertainty locally, regionally, across California and nationally,” said Board Vice President Stephanie Moulton-Peters. “That makes this an important moment to look ahead, take stock of what matters most to our community and set clear priorities for the future. Envision Marin gives us this opportunity to be intentional about our planning, and I look forward to the community participating in this process with us.” 

Over the past 25 years, the Board of Supervisors and county departments have addressed housing, homelessness, emergency preparedness, climate resilience, economic vitality, and other needs through individual plans, budgets, and programs. Envision Marin will bring that work together under one countywide plan, giving the organization a shared direction and connecting those priorities to the staff time, funding and projects needed to carry them out. 

“Marin has a lot of important work underway, but we haven’t had one countywide plan connecting that work in more than 25 years,” said County Executive Derek Johnson. “Envision Marin gives us a chance to be clear about where we’re going, what we’llprioritize and how we’ll measure progress. We want people across Marin to help shape those choices before we carry them into future budgets and department work plans.” 

The County began planning and research for Envision Marin earlier this year and launched the effort across the organization this fall. Now, community engagement is underway, with several opportunities to participate: 

  • Coming soon: Envision Marin community workshops will be held throughout Marin, giving community members another way to share what matters most to them and help shape priorities for the future. In-person and online options will be available, with language access and accommodations to support broad participation. Dates, locations and registration information will be announced soon. 

Community input this fall will inform the development of draft goals, priorities, and strategies this winter, followed by Board review in early 2027 and implementation planning through summer 2027.

  • Early 2026: Project planning, research and preparation 
  • Summer 2026: Strategic Plan launch and organizational readiness 
  • Fall 2026: Community engagement, workshops, small-group engagement and online input 
  • Winter 2026-27: Development of draft goals, priorities and strategies 
  • Early 2027: Draft Strategic Plan review and Board of Supervisors consideration 
  • Spring-summer 2027: Implementation planning, performance measures and public progress reporting

The county won’t rely solely on online input or public workshops. Staff will also work with community organizations and local partners to bring Envision Marin into smaller conversations and community events, with focused outreach to people who haven’ttraditionally participated in county planning. After the fall engagement concludes, the County will identify common themes and bring together community input, County data, employee expertise, Board priorities, and perspectives from businesses, cities, towns, and community organizations to develop draft goals and strategies this winter. 

Following Board consideration, the next phase will focus on translating the plan’s priorities into operational goals, timelines, and measures and connecting them to future budgets and capital planning. The county also plans to create public reporting tools so people can see what Marin committed to and track progress over the plan’s six-year life.
