A high-range cost estimate could be $200 million to $1.8 billion, depending on what strategies officials use, O’Donnell said. Planners have not secured project funding, but it will be eligible for federal aid, O’Donnell said. A draft environmental document is expected to be disseminated for review in the summer of 2027.
